Implement the Water Meter Replacement Program

The water department received 1,700 registers to complement the Endpoints already received. Staff began installing them “in-house” in the community's north end. Manual data imputing is required for each replacement. Water staff is working with utility billing to integrate location/meter identification information. As the information is recorded, staff verifies portal viability for real-time data. While in initial training mode, this information provided an alert to a potential leak at a residence. Water staff immediately investigated and validated the warning. The part-time homeowner was contacted while the water staff isolated the water loss.

Please be aware that Water Department staff will continue installing water meters, so look for district staff working to replace devices in front yards. Please continue to keep the area around the meter box clear of obstructions within a three-foot radius.

Complete the Stuart Street Tank Construction

On April 15, 2024, the staff gave a presentation to the Resources and Infrastructure Committee on the updates to the project.

Permanent Replacement of San Simeon Water Line & Effluent Line

On April 15, 2024, the staff gave a project update presentation to the Resources and Infrastructure Committee. 

Utility surveys and CalTrans encroachment area surveys are being performed. Potholing for utility locating and GeoTech permitting are underway. With the data gathered from these surveys and reports, Utilities staff, in coordination with consultants, looks forward to submitting an Encroachment Permit with CalTrans by late August. Permitting lead time for this scale of project ranges from four months to one year. Even with a one-year lead time for permit issuance, the District would be in a good position, seasonally, to proceed with the installation by late Summer to early Fall of 2025.

Research Long-Term Water Supply & Storage Solutions

R&I revitalized the Ad Hoc Committee consisting of Mr. Webb & Mr. Williams. The Ad Hoc Committee provided a thorough report at the R&I Committee meeting, and President Dean will provide the report at a board meeting.

Resolve the Brine Waste Disposal Issue

Staff is in the process of scheduling a pilot program based on an alternative analysis for the Zero Liquid Discharge Program.

Zero Liquid Discharge Program

The construction of the mobile unit for the ZLD pilot is well underway. The initial target for completion of the mobile unit is October 2024. During the month, staff met with Global Water Innovations and a consultant from Trevi Water Systems. Site evaluation detailing the location of the unit's components, including electrical and water plumbing, was determined. The staff has submitted to County Planning for a Substantial Conformance Determination concerning the temporary pilot run. County Planning deemed a project modification permit for the temporary pilot test run unnecessary.

Complete the Instream Flow Study Task 1 & 2 to Include Van Gordon Creek

We are pleased to share some exciting news regarding our ongoing efforts to enhance the sustainability and resilience of our water resources. After considerable planning, collaboration, and dedication, we have successfully submitted the Coastal Development Permit (CDP) application for the Water Reclamation Facility and the San Simeon Creek Instream Flows Assessment to include Van Gordan Creek to the County of San Luis Obispo. We are pleased to share some exciting news regarding our ongoing efforts to enhance the sustainability and resilience of our water resources. This marks a major milestone in our mission to secure Cambria's reliable and sustainable water supply. The Water Reclamation Facility is a key component of our long-term water management strategy. This project is essential in ensuring that our community remains resilient to water challenges, including droughts and climate change.

This journey is long from over. We expect an information hold while we update our Adaptive Management Plan (AMP) with our consultants. However, in consultation with the County planners, they agreed that submitting the application was the correct choice while they worked with us through the permitting process. In September, we will bring forward a scope change that will allow our consultant (SWCA) to begin working on several updates, including the AMP, EIR Addendum, Compliance memo, and Policy Consistency Analysis.

We recognize that this success would not have been possible without the support and input of our community. We sincerely thank everyone who participated in public meetings, provided feedback, and worked alongside us to make this a reality. Your engagement has been invaluable, and we are committed to keeping you informed as we move forward with the permitting phases. The Coastal Development Permit submission is only the beginning of the next chapter in this project. We will continue to work closely with local and state agencies to ensure compliance with all regulatory requirements while advancing this critical project.

CORE AREA: Wastewater Service
STRATEGIC GOAL: Execute Phased Repairs and Upgrades for the Wastewater Treatment System

Monitor project expenditures and performance during the construction phase

Ongoing monthly review of project expenditures with the Utilities Department Manager, Wastewater Systems Superintendent, and Water Systems Superintendent. 

Revise any District Policies or Procedures to incorporate findings, as appropriate based on learnings from tracking project

Establish priorities and an implementation plan for CIP wastewater projects not in the SST

CORE AREA: Fire Protection and Emergency Services
STRATEGIC GOAL: Provide Optimal Fire Protection, Water Rescue, and Emergency Medical Services on a 24/7 Basis

Update the CCSD Board on any and all changes to evacuation planning within the District

The board reviewed and approved a letter on 7/13/2023, which was mailed to the property owners. The CCSD is still engaging in dialogue with them. 

Prepare and provide a Risk Reduction/Hazard Mitigation Plan for Board consideration

Report on the progress of implementing the Zonehaven System and the emergency alert system

The Cambria Fire Department crews are handing out magnets to citizens when appropriate on calls, etc.  The public is encouraged to stop by the fire station to pick up a magnet or come to the "Meet the Fire Chief."

On October 19, 2023, the Board of Directors received the Ad Hoc Committee report on future use and funding for the Veterans' Hall.

Complete Cambria Skatepark Project

Cambria Skatepark Request for Proposal (RFP) for Cambria Skate Park 100% Design Project “Skate Cambria” 

The Cambria Community Services District is requesting proposals from qualified professional design firms for the design of a skate park project (hereinafter referred to as “Project”). The intent of the Project is for the firm to provide complete design services (including community outreach, refinement of the existing conceptual design, final design, construction plans, specifications, and engineering cost estimates for the final design) for a 5,500 square foot skate park at 1001 Main Street, to the Cambria Community Service District standards on a portion of an approximately 1.4-acre parcel (Assessor’s Parcel Number [APN] 013-101-072) in the unincorporated community of Cambria in San Luis Obispo County, California. Complete the East Ranch Restroom Project

The Cambria Community Services District is requesting formal, sealed bids from licensed contractors for the installation of a prefabricated restroom building, associated building utilities, and a concrete walkway.
