CCSD Recycled Content Paper Procurement Policy Relating to SB 1383
The CCSD has worked hard to put processes in place to prepare for reporting for SB 1383. On December 16, 2021, the Board of Directors adopted the CCSD Recycled Content Paper Procurement Policy relating to SB 1383.
As set forth in the October 21, 2021 staff report related to the introduction of an Ordinance to add Chapter 6.09, Mandatory Organic Waste Disposal Reduction, to the Cambria Community Services District Code, SB 1383 is a statewide effort to reduce emissions of short-lived climate pollutants. SB 1383 applies throughout the State, and CalRecycle is the State agency responsible for creating the regulatory standards for implementation of SB 1383.
Another component of CalRecyle’s SB 1383 requirements is a need for a policy relating to recycled paper procurement (reference 14 CCR §18993.3). The District is already required to procure recycled paper products, and printing and writing paper, consistent with the requirements of Sections 22150-22154 of the Public Contract Code. The new regulation adds to that requirement, and includes provisions for record keeping and reporting. The CCSD policy is a modified version of one that was prepared by the IWMA’s consultant, HF&H, for use by special districts in San Luis Obispo County and contains provisions necessary to comply with the new CalRecyle regulations. Beginning January 1, 2022, every jurisdiction will need to document all paper products purchased and submit the spreadsheet and supporting documentation to the IWMA every month.
