Community Park Phase 2
Phase 2 of the East Ranch Community Park Project is currently underway. Phase 2 scope includes a restroom and ADA-compliant pathways from the parking area to the restroom. A summary of the key Phase 2 development milestones:
There were numerous PROS Commission discussions regarding the need for a restroom on the East Ranch before the next development phase, extensive community input, and progressing design details during 2019-2021. At the August 4, 2021, meeting, PROS voted unanimously to refer their preferred design recommendation to the Board.
On September 9, 2021, the Board voted unanimously to approve the proposed restroom design, which includes potable or non-potable flush toilets and sinks. Reference Agenda Item 6C, pages 19-30. The Board received the final design on October 14, 2021, and directed staff to move the project forward.

On March 1, 2022, the Utilities Department Manager/ District Engineer reported to PROS that the Construction Permit application had been submitted to County Planning, followed by multiple rounds of information requests and permit submittals.
During the December 7, 2023, Board Meeting, the Board approved the Intent to Serve Letter for the East Ranch Restroom and approved a change to the Community Park Master Plan to allow the water-serving restroom design. The County issued Construction Permit # PMTC2022-00061 on April 16, 2024. CCSD staff issued the purchase order to The Public Restroom Company (PRC) in June 2024 for the prefabricated restroom building and paid PRC $198,237 on June 12, 2024. Delivery is currently scheduled for January or February 2025. Site preparation will precede delivery, and depending on the weather, installation could be completed in early 2025.
